Expression of Interest
This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business No (678) of (16th May 2006 ).
The Government of the Kingdom of Lesotho (GOL) has received financing from the International Development Association (IDA) towards the cost of the Additional Financing to ‘Integrated Transport Project (ITP)” and intends to apply part of the proceeds for consultancy services. The services include ‘Consulting Services for Environmental and Social Impact Assessment for the Nyenye-‘Makhoroana Road Rehabilitation Project (37KM)”.
The Nyenye - Mapoteng - Makhoroana Road is the main arterial road traversing the district of Berea in the north of Lesotho. The road forms an important link between the business centres of Mapoteng and Makhoroana and the national road network as well and contributes immensely to the economic prosperity of this agricultural district and the country at large. The planned ESIA is aimed to reduce negative impacts during and after rehabilitation of Nyenye - Mapoteng - Makhoroana Road (37 Km).
The road was upgraded to bitumen standard by the then Roads Branch of the Ministry of Public Works and Transport, using its own forces, between 1987 and 1990. Intensive spot repairs and resealing were carried out on the road about 10 years ago using local contractors. However due to insufficient routine maintenance effort coupled with natural calamities like exceptional storms during summer rainy seasons, as happened in the past rainy season contributed to the present dilapidated condition of the road which makes them barely trafficable. Presently the road is pot-holed, raveled, deformed and the recent summer storms severely worsened the situation.
The planned ESIA is for a category ‘B’ Road project as per the World Bank classification of projects. Under the local Environmental Management Framework, the Nyenye-‘Makhoroana Road Rehabilitation Project falls under activities requiring an ESIA in terms of the first schedule of the Environment Act no.10 of 2008. It is in this regard that the Government of Lesotho under the Ministry of Public Works and transport through the Road Directorate seeks to engage a consultant to undertake the requisite ESIA process to facilitate implementation of the above mentioned.
The ESIA will include description of the proposed project and surrounding environment consisting of physical, biological environment and socio-cultural environment and health, sanitation and safety. It will also provide legal and regulatory framework and determine potential impacts of the proposed project and an environmental management plan. The consultant will also be required to carry out public consultation process in order to solicit public concerns on the project, explore ways of avoiding or minimizing identified concerns and develop an environmental assessment report.
The Ministry of Public Works & Transport (MoPWT), through Roads Directorate, will review and supervise the technical quality of the assignment. It is required that all firms responding to this request for Expressions of Interest must have at least ten (10) years of relevant consultancy experience in environmental assessment and development of environmental management plan .MoPWT now invites eligible Consultants to express their interest in providing the required services. Interested eligible consultants must provide information indicating that they are qualified to perform the above required services i.e. brochures, related experience in works of similar nature, availability of appropriate skills within the firm, etc. Applicants may associate or form joint ventures, in accordance with IDA requirements, to enhance their capabilities.
Expressions of Interest [EOIs] from prospective Consultants should specify the following information:
Evidence of business registration in home country;
Profile of the firm/consortium;
Capability profile of all members of the consortium (if applicable);
Proof of Alliances/Partnership (if applicable); and
A Consultant shall be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers of May 2004 revised October 2006.

Expressions of Interest (One original plus five (5) copies) must be submitted in English in a sealed envelope clearly marked ‘Expression of Interest for Consultancy Services for Rehabilitation Design and Construction Supervision of the Nyenye - Mapoteng - Makhoroana”. on the right hand corner of the envelope or wrapper marked.:
‘Expression of Interest for Consultancy Services for Environmental and Social Impact Assessment for the Nyenye-‘Makhoroana Road Rehabilitation Project (37KM)”. All submissions must be delivered at the address below by 19th October, 2011 before 12.00 noon (local time)
