Contractor to undertake the outcome evaluation of the Health and Development Africa (HDA) Circle of Support (COS) Orphan and Vulnerable Children (OVC) Program
Key Duties & Responsibilities:
The overall purpose of the evaluation is to assess the effectiveness of the COS program in addressing the needs of OVC in targeted communities. Key aspects of the evaluation scope include:
- Undertaking a comprehensive front end analysis of the program;
- Develop a detailed evaluation protocol;
- Implement the evaluation process;
- Prepare a range of reports on the findings of the evaluation and participate in the provision of feedback and dissemination of key findings.
Evaluation Team - Required expertise and experience:
The evaluation team should comprise of individuals with the following expertise:
- Demonstrated extensive experience in undertaking similar evaluations, particularly in South Africa;
- Programmatic experience in OVC programs as well as HIV and AIDS, including experience with School-based programs;
- Familiarity with the South African government systems, particularly in relation to working with school-based programs;
- Capacity development expertise;
- Extensive experience in employing both qualitative and quantitative data collection methods including participatory evaluation techniques.
