Assoc. Prof, Lt Col (ret) Martin R. Rupiya PhD, is an academic with the Institute for African Renaissance Studies (IARS), University of South Africa (UNISA) and Executive Director of The African Public Policy & Research Institute (APPRI) based in Pretoria. The latter is a think-tank, whose focus is on the post 1990s’ challenges of the New African Civil Military Relations (CMR), aimed at strengthening, and consolidating the African state.
