State wants drivers to 'Rica' their licences

This is one of the proposed amendments to the National Road Traffic Law announced in the Government Gazette last week, Beeld reported on Tuesday.
Motorists will have 12 months from the date of the amended law to show their full name, address, ID number and birth date to a licensing authority, and any change of address will also have to be reported within 21 days.
Another noteworthy addition to the law is the suggestion that vehicles older than 10 years will have to undergo a roadworthy test every second year, but this would not apply to vintage cars.
Vehicles that have been written off by insurance companies will not be permitted to be registered again, and the use of chassis parts from such cars to build other cars will also be illegal.
A further suggestion is that new drivers receive temporary licences that will be valid for a year. During this time, the licence will be suspended if the trainee driver commits more than six traffic offences. – Sapa
