MINISTRY OF PUBLIC WORKS AND TRANSPORT ROADS DIRECTORATE APPOINTMENT OF FORENSIC EXPERT ON CONSTRUCTION OF LIKALANENG TO THABA TSEKA ROAD PROJECT (LOT 3)

1. The Government of the Kingdom of Lesotho (GOL) through the Ministry of Public Works and Transport, Roads Directorate has funds available for the Services of a Forensic Engineer to carry out a detailed investigation (including all laboratory tests if needed) to establish the real cause of failure of one section at Lot 3 of the Likalaneng to Thaba Tseka Road.

2. The Roads Directorate under the Ministry of Public Works and Transport (Employer) hereby invites eligible Forensic Engineers to submit proposals to undertake an engineering, technical and forensic investigation to determine the cause of failure (uplifting of asphalt and flooding) that occurred on Lot 3 of the Likalaneng to Thaba Tseka Road in January, 2011.

3. The RFP is available and can be collected from the Procurement Unit (Roads Directorate).

4. The details of the consultancy are set out in the Terms of Reference of the RFP.

5. Consultants should submit separate Technical and Financial Proposals as instructed in the RFPs. Delivery of the Proposals should be made before or on Wednesday, 31st October 2012 at 12:00 hrs in the tender box near the Procurement Office (F21) on the 1st Floor of the address below:

6. A firm will be selected under “Quality/Cost” based selection and procedures described in the RFP similar to the policies of the International Development Association (IDA) detailed in the Guidelines – Selection and Employment of Consultants by World Bank Borrowers which can be found at the following website: www.worldbank.org/procure. Financing of this project will be through GOL budget; however the IDA format of a standard RFP has been adopted for this project.
