INVITATION TO TENDER FOR END OF PROJECT EVALUATION

Marie Stopes South Africa is inviting applications
for professional services tender for evaluation of the Project Titled ‘Increasing equitable access to HIV/AIDS information and services within a comprehensive sexual and reproductive health and rights programme serving the poorest and most at risk groups and those living with or affected by HIV/AIDS.”

The project is funded by the European Union (EU) and implemented by Marie Stopes South Africa in partnership with Marie Stopes International

The objectives of the end of project review are: – To assess that the objectives set for the project have been achieved – To assess the impact of the project on clients’ health status, women’s empowerment and capacity to negotiate their reproductive rights and sexual life – To assess added value of the project to the beneficiaries and to the organisation that sponsored it – To assess the coherence of the project with national policies and with MSSA’s policies – To identify key lessons and propose practical recommendations for follow-up actions

Scope:
The methodology must ensure that views and experiences of target beneficiaries
are fully incorporated. This will therefore require quantitative and qualitative techniques tailored to the needs of poor women and their families, in addition to techniques for stakeholder representatives. The methodology should include the following components, though the evaluation team will finalise the design within the preparatory period: Literature review; Quantitative survey; Stakeholder interviews; Field observations:

Submission of proposals: Interested service providers are hereby invited to submit a proposal and quote on this assignment.
The proposal should include the following information in English and in Microsoft Word using
Times New Roman font 12:

Selection criteria:
– All proposals will be evaluated by emphasising their technical aspect,
therefore, evaluation will start with technical evaluation and then consider budget for those
proposals whose technical aspects are deemed acceptable. – Relevant experience in social research and a prior track record of project and performance evaluation. Extensive understanding of health service delivery, ideally including sexual and reproductive health, gender and integration of health services. – Availabilty of the team – Only applicants who meet minimum requirements stated in the Terms of Reference (ToR) will be considered. – Potential applicants should send an email to [email protected] requesting the full ToR for the evaluation before preparing and sending their applications.

Only shortlisted candidates will be contacted within two weeks of the closing date.

CV of the evaluation leader / specialist /consultant (not more than 5 pages) and not more than 2 pages CVs of all other evaluators who will be involved in the implementation of the evaluation should be included. CVs should include a few lines summarising the goals and methods of other projects currently being undertaken or completed in the last 2 years by the evaluation team.
