The United States is operating ”floating prisons” to house those arrested in its war on terror, according to human rights lawyers, who claim there has been an attempt to conceal the numbers and whereabouts of detainees. The US government was on Sunday urged to list the names and whereabouts of all those detained.

International observers declared on Monday that Russia’s parliamentary elections failed to meet widely accepted democratic standards, saying President Vladimir Putin and his government abused their power to favour the dominant Kremlin-backed party while opposition forces were harassed.

A senior member of Europe’s main human rights body launched an outspoken attack on the Russian Federation’s elections on Friday, three weeks before they take place, saying he had serious doubts that they would be free, fair, open, democratic or transparent. The Kremlin has indicated that world observers are not welcome at next month’s poll.

South Africa is confident that a ”critical number” of European and African leaders would be in attendance at the planned European Union (EU)-African Union (AU) summit in Portugal in December to make it worthwhile. Foreign Affairs Minister Nkosazana Dlamini-Zuma said: ”Summits depend on a number of people to be there, not just one person.”

Europe’s main human rights body will vote next week on a resolution opposing the teaching of creationist and intelligent design views in school science classes. The Council of Europe’s Parliamentary Assembly will debate a resolution saying attacks on the theory of evolution were rooted ”in forms of religious extremism”
