International Relief and Development

To support evidence-based implementation of project activities, IRD is seeking a consultant/ firm to conduct a Baseline Assessment of its Project “Mitigation of Negative Impacts of Climate Change in Swazilandthat is being implemented in the Lowveld livelihood zone of Swaziland. The objectives of the project are (1) To strengthen the resilience of farmers to prolonged drought through improved agricultural practices and the promotion of drought tolerant crops and (2) To improve availability and access year round to potable water and good hygiene and sanitation practices.

The overall objective of the assessment is to help establish benchmark indicators that will inform the monitoring and evaluation plan in order to form a platform for the final evaluation. The main tasks of the baseline assessment are:

  • Collect quality data that can be used to evaluate the transformational impact of the project on the ground during the final evaluation.
  • Collect information that will assist in identifying relevant strategies, guidelines and frameworks for supporting project implementation.

The duration of the assignment will not exceed 40 days including travel to the project area and desk review. The assessment should be conducted and completed before December 14, 2012.

The consultant should have demonstrated knowledge of current evaluation theory and practice and several years of experience in evaluating development projects, preferably those that are related to the field of Agriculture, Food Security, and/or Water, Sanitation and Hygiene.
