The National Credit Bill is heading for approval missing the fine print necessary to ensure that its protection measures will be effective, says the Black Sash. The Bill, introduced in August by Minister for Trade and Industry Mandisi Mphahlwa to enforce fair practice across the lending industry, is scheduled for its second reading in the legislature early next year.

Eighty-eight miners were killed and another 36 remained trapped underground after an explosion on Sunday at a coal mine in China’s north-east Heilongjiang province, state press said on Monday. Xinhua news agency said a rescue team of 269 people was involved in the search for those still trapped.

After opening firmer on Monday morning, the JSE was in negative territory by midday in a quiet, order driven market. The JSE’s all share index was up over a hundred points at one stage, but had given up these gains and more by midday. By noon, the all share index was down 0,30% with the banks index off 0,81%, financials 0,42% softer and the industrial index 0,33% lower.

Faced with an instant population increase of up to 50%, the Northern Cape has set up a number of technical teams and a series of meetings to incorporate three cross-border councils from the North-West.
