A couple looking after a 20-month-old girl were arrested at Shelley Beach on the KwaZulu-Natal south coast after leaving her in a locked car. Superintendent Zandra Hechter said bystanders in the parking lot on Monday heard a baby crying inside an Opel Corsa.

Nelson Mandela’s office on Tuesday dismissed an e-mail alleging that the former South African president had suffered a stroke as a hoax. "It is a hoax e-mail that has been doing the rounds for about six weeks now," Mandela spokesperson Zelda la Grange said. "Madiba is not ill."

Although sin taxes — alcohol and cigarettes — have seen an upward tax increase in the past few years, tax specialists predict that Finance Minister Trevor Manuel will announce a further increase on these items in this year’s eagerly awaited budget. Durban-based BDO Spencer Steward KwaZulu-Natal tax director Graham Earle has predicted a substantial increase on excise duty on alcohol and cigarettes.

Brazil’s Carnival has always been a raucous affair and beauty queen Angela Bismarchi took it another step further on Monday night when her only item of clothing fell off mid-parade. Bismarchi quickly conjured up a thong and laughed off the incident with an old Brazilian saying: ”A well prepared woman is worth two.”

Polish author and journalist Ryszard Kapuscinski, several times cited as a likely candidate for the Nobel Prize for Literature, died on January 22 at the age of 74, TVN24 television reported. Kapuscinski’s books have been translated into 30 languages, arguably more than any other Polish author.

A tropical cyclone was moving on Monday toward Mozambique, where about 40 people have already died in flooding caused by heavy rains. Cyclone Flavio, located on Monday morning in the Mozambique Channel about 200km off the coast, was moving inland at a rate of 12kph.

Another in Australia was insistent that his was the real thing, while a vendor in Glasgow said that his friend had just returned from Los Angeles and had been lucky enough to pick up a few strands. By Saturday, a seller was offering strands of the singer’s dyed black hair, while another was offering clearly fake blonde locks.
