Looking abroad to save SA’s orphans

It seems an obvious response to a pressing problem. If there are thousands of orphaned children in South Africa who cannot find a home in their extended families, then why not place more emphasis on adoption? And if adoptive families cannot be found locally, why not look abroad?

Nicola Spurr asks if it is morally responsible for HIV-positive women to become pregnant deliberately. About one-third of HIV-positive women will transmit the virus to their infants during pregnancy, if untreated. Will they be held accountable if they pass the virus on to their children?
