Uganda’s dramatic progress in combating HIV/Aids has been undermined by a new survey that challenges the country’s reputation as a beacon for a continent that is being ravaged by the disease. The non-governmental National Guidance and Empowerment Network, that surveyed 53 of the country’s 56 districts, claimed on Wednesday that 17% of the adult population was infected — more than four times the official rate.

Kenneth Bigley, the Briton held by kidnappers in Iraq, appeared in internet video footage on Wednesday night pleading with British Prime Minister Tony Blair to take action which could save his life. For the most part composed but with desperation in his voice, the 62-year-old addressed the prime minister directly, telling him he was the only person on earth who could save his life.

United States President George Bush has failed to win over any of the traditional Jewish backing for the Democrats, despite the unwavering White House support for Israel and a vigorous campaign by the Republican party. In a poll released on Wednesday by the American Jewish Committee, Jewish voters preferred John Kerry to Bush by a margin of nearly three to one: 69% to 24%.

Sweeping counter-terrorism laws were debated in the Russian Parliament on Wednesday, including proposals that would allow the country to declare itself at war and impose tight restrictions on travel and the media. Under the plans, Russian television and radio journalists would not be allowed to report on a siege until the situation had been resolved.

The Vatican is hoping to raise 2,9-million euros to fund the restoration of Michelangelo’s last two frescos, which are hidden from the public in a chapel where the Pope prays and reads mass to private audiences. The frescos — the Crucifixion of St Peter and the Conversion of St Paul — are faded after being exposed to dust and soot over centuries of candlelit prayer in the Pauline chapel, close to the better-known Sistine chapel.

The death toll from flash floods and mudslides in northern Haiti could rise to more than 1 800 when a full assessment of Tropical Storm Jeanne’s devastation is complete, say government officials. More than 1 000 people were declared missing on Wednesday, and 800 have been confirmed dead.
