Samoa centre Eliota Fuimaono Sapolu was given a six-month suspended ban from rugby after accusing a World Cup Welsh referee of racism and bias.
The International Rugby Board responded to a possible New Zealand withdrawal from the next World Cup by saying "everyone is replaceable".
