There are concerns of cholera spreading and authorities say there are focused on getting water, food and medication to people living in shelters.
Most of the deaths recorded are in struggling Haiti and many were killed by falling trees and flying debris.
The hurricane caused severe flooding and killed four people in the Dominican Republic as well as at least 13 in Haiti.
