The quality council for trades and occupations (QCTO)

APPLICATIONS ARE INVITED FROM SUITABLY QUALIFIED AND EXPERIENCED CANDIDATES FOR APPOINTMENT AS A MEMBER OF THE AUDIT COMMITTEE OF THE QUALITY COUNCIL FOR TRADES AND OCCUPATIONS (QCTO)

The QCTO, in terms of schedule 26 H of Skills Development Act (1998), is responsible for establishing and maintaining occupational standards and qualifications and for quality assuring the same. On 31 December 2010 it was listed 3A Public Entity under the PFMA, retrospectively, with effect from 1 April 2010.

The QCTO is in the process of establishing its Audit Committee as prescribed by the PFMA (1999) and hereby invites applications for membership.

Requirements

Applicants should have:

  • A relevant financial qualification coupled with at least 5 years of recent experience in accounting and auditing principles.
  • Relevant knowledge and experience of working with internal controls and risk management. This is essential.
  • References that confirm the applicant has leadership qualities, integrity, independence, dedication and understanding of public-sector entities.
  • Good communication skills, analytical ability and independent judgement.
  • Demonstrated knowledge of corporate governance principles and experience in internal and/or external audit functions.
  • Knowledge of the Public Finance Management Act and Treasury Regulations particularly as they apply to listed Public Entities
  • Knowledge of management principles and ethics and their implications in respect of Public Entities.
  • Ability to act independently and pro-actively when advising the QCTO of any concerns.
  • Knowledge of and experience in the Skills Development arena will be an added advantage.

The Audit Committee is expected to regulate and discharge all its responsibilities as contained in the PFMA and Treasury Regulations. The committee will meet at least twice per year.

The successful applicants will be remunerated for attendance of meetings according to set tariffs and they will also be reimbursed for travel expenses incurred for attending Audit Committee meetings.

Applications must be accompanied by updated curriculum vitae including evidence of serving on other committees. At least three references that confirm their experience is also required.
