Progress report on the reconstruction and development

plan THERE are 22 presidential lead projects for which a total of R1,06-billion has already been disbursed. Progress, as reported from the presidential office, is as follows:

1. Land restitution: Business plan approved on December 1, R5,1-million allocated.

2. Land redistribution: Business plan approved on December 1, R2,1-million allocated.

3. National capacity building programme: Business plan due by year-end.

4. October household survey: Underway, plan due in January 1995.

5. Electrification: Programme on target — 336 913 households electrified by November 30.

6. Small-scale farmer development programme: Business plan approved on December 1, R4-million allocated.

7. Primary school nutrition scheme: Business plan approved, four million children fed at 80c a day, administration costs 10 percent, R472,8-million allocated.

8. Pilot land reform: Business plan approved on December 1, R26,6-million allocated.

9. Urban investment planning team: Business plan approved on December 1; R1,5-million allocated.

10. Provincial Project Preparation Facility: Approved for Eastern Transvaal, R3-million allocated.

11. Rural community water and sanitation provision: National business plan approved on December 1; project plan approved; R24,05-million allocated.

12. Adult Basic Education and Training (Literacy Campaign): Business plan to be submitted on December 22.

13. Culture of Learning Campaign: Business plan submitted on December 15; R100-million allocated.

14. Statistics council: Business plan being processed.

15. Clinic building programme: Business plan approved on November 17, R25-million allocated.

16. National Public Works Programme: Plan approved in principle on November 17, but scrutiny of lower-level business plans taking place prior to release of funds.

17. National Urban Reconstruction and Housing Agency: Business plan expected on December 22.

18. Extension and upgrading of municipal services: National framework business plans submitted on December 15.

19. Free health services: Funds approved for 1994/5 on November 17, R500-million allocated.

20. Special presidential projects on urban renewal:

a) Katorus; business plan approved, R5,8-million.

b) Serviced land project; plan submitted December 15.

c) Cato Manor; draft plan available, not submitted.

d) Empangeni.

e) Thabong, OFS; plans underway.

f) Botshabelo, OFS; nearly complete.

g) Ibhayi, Port Elizabeth; plan to be approved December 15.

h) Duncan Village, East London; plan to be approved December 22.

21) Aids awareness and prevention campaign: Draft business plan referred back to authors.

22) Correctional services youth development centre: Plan submitted on December 15.

* Transfer of discretionary funds to provinces (R100- million): First draft received from Gauteng; none from other provinces.
