REPARATIONS CLARIFICATION

THE government seems to recognise that victims of gross human rights violations are entitled to reparation, but clarity is needed as to what this will be, TRC reparations and rehabilitation committee chairperson Hlengiwe Mkhize said on Thursday. Mkhize said she will oppose any statement that there be no individual recommendations, because that would compromise victims. However, the government’s commitment to making reparation will become concrete once it begins to allocate a budget. Mkhize said the debate appeared to send a strong message that it is not the amount of money that matters when it comes to promoting reconciliation. In its report, the TRC recommended that individuals be paid a maximum of R23023 a year for six years. Based on an estimated 22000 victims, the total cost of reparations would be R2,864-billion over six years.
