AFRICAN leaders will next month discuss changing the charter of the Organisation of African Unity to better deal with the continent’s problems. The theme of the September 6-9 meeting in Syrte is “strengthening Africa’s capacity to face up to the challenges of the (new) millennium,” OAU spokesman Ibrahim Dagash said on Monday. Mooted revisions include the integration of the 1991 Abuja Treaty, which calls for the establishment of an African Economic Community.
