RWANDA’S parliament has approved a new law governing the press which provides for expulsions, jail terms and even capital sentences for infringers. The 101-article law, approved by parliament on September 28, is now before the constitutional court to make sure there are no inconsistencies with the constitution, according to Dominique Mwemayire, the director of parliamentary work at the national assembly. Under articles 88 and 89, journalists found guilty of inciting genocide can be given jail terms ranging from 20 years to life. Capital sentences can be handed down when acts of genocide are actually carried out. This measure has drawn criticism from the press which has suggested such provisions should be left to the penal code and not restricted to journalists. Article 90 calls for the ”banishing of journalists who use foreign media for the purposes of propaganda,” according to the pro-government New Vision newspaper. – AFP
