REQUEST FOR BID (RFB)
INFORMATION SYSTEMS AUDIT FOR THE PERIOD 2011-12 AND 2012-13
BID NUMBER AGSA/2011/ISA/01

The Auditor-General South Africa has a constitutional mandate and as the Supreme Audit Institution
(SAI) of South Africa, it exists to strengthen our constitutional democracy by enabling oversight,
accountability and governance in the public sector through auditing, thereby building public
confidence.
The Auditor-General of South Africa (AGSA) invites private audit firms to render information systems
audit services on behalf of the AGSA for a period of two (2) years.

All interested private audit firms should comply with the following minimum requirements:
o Only private audit firms with audit partners with a CISA/CA/CISM/CISSP qualification and ISACA
membership will be considered.
o Private audit firms who are not currently on the database of the AGSA must submit satisfactory
file review results of an independent quality review by a professional who is in a possession of
CISA and currently practicing IT audit. The onus is on the audit firm to ensure that files
are reviewed by an independent reviewer if not previously reviewed.
o The private audit firm must have at least a Senior Manager/ Managers with a CISA/CA/CISM/
CISSP qualification and the rest of team members being members of ISACA with IT audit
experience.
o Private audit firms will be required to submit a valid BBBEE certificate from a DTI-accredited
verification agency.
o A private audit firm’s tax clearance certificate must be original and valid.
o The private audit firm must have a sustainable office.
o Consortiums are not allowed to tender.

A compulsory briefing session will be held on 10 May 2011; 10H00 at:

Southern Sun Pretoria, corner Beatrix & Church Streets, Arcadia, Pretoria

Please note that failure to attend the compulsory briefing session will result in disqualification of
the bid.

Suitably qualified private audit firms are therefore invited to submit their bids before the closing date.
Bids will be adjudicated in accordance with the applicable criteria as stipulated in the bid document
CD mentioned below.

The bid document will be available at a cost of R285,00(VAT Inclusive) per CD to be collected at
Supply Chain Management Office, Head Office Building, Ground Floor, 300 Middel Street, (corner
Veale and Middel Streets), New Muckleneuk, Brooklyn, Pretoria.

The bid document will be available as from Monday, 18 April 2011.

Duly completed and signed bid documents enclosed in an envelope clearly marked “ISA Tender
Submission for 2011- 2012 and 2012-2013″ addressed to: Senior Manager: Supply Chain Management
and must be deposited in the tender box at the AGSA, Head Office Building, Ground Floor, 300 Middel
Street,(corner Veale and Middel Streets), New Muckleneuk, Brooklyn, Pretoria.

Closing date: 20 May 2011 at 15H00.
No late submissions, facsimiles, electronic or telephonic bids will be accepted. The AGSA reserves
the right to accept any bid in whole or part thereof and does not bind itself to accept the lowest or
any bid.
