Establishment and Installation of Computerized Financial Management System

The Government of Lesotho (GoL) has allocated funds to the Integrated Transport Project for consultancy services, works and goods. The services include “Establishment of computerized financial management system for the Roads Directorate, review and development of financial management manual and training of staff’.

The aim of this assignment is to review the existing and proposed financial procedures and arrangements in the Roads Directorate (including interfacing with the GOL financial systems), to refine and formalise these procedures, to supply, install and customise appropriate accounting and financial management software to automate as much of these procedures as possible, to review existing draft financial management manual and amend the manual in line with GoL financial regulations and installed financial management systems and to train Finance Division’s staff and other relevant Roads Directorate Management staff to utilise the systems so installed.

The Roads Directorate has invested in the purchase of a number of desktop personal computers and laptops, some of these computers are still new and they also comply with the latest specifications. These are operated on a local area network running on the Windows networking system. The Directorate has recently also invested in upgrading its network and installed a number of servers. Connectivity with the regions is completed and thus the Roads Directorate currently has an operational Wide Area Network (WAN). The Printers of various specifications are also available.

The Roads Directorate, will review and supervise the technical quality of the assignment. It is required that all firms responding to this request for Expressions of Interest must have at least ten (10) years of relevant consultancy experience in establishment and installation of financial management system.

The MoPWT now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate enhance their qualifications.

Expressions of Interest [EOIs] from prospective Consultants should specify the following information:

Evidence of business registration in home country;

Profile of the firm/consortium;

Capability profile of all members of the consortium (if applicable);

Proof of Alliances/Partnership (if applicable);

Evidence of track record in road sector reform.

Expressions of Interest must be submitted in six (6) copies (one original and five copies) in a sealed envelope clearly marked “Expression of Interest for Establishment and Installation of Computerised Financial Management System.
