Only 13 000 of the 26 000 peacekeepers authorised for Darfur will be deployed by the end of the year, far below the 80% target.
The number of conflicts in which child soldiers were involved dropped sharply from 27 in 2004 to 17 at the end of 2007, according to a report on Tuesday by the Coalition to Stop the Use of Child Soldiers. But despite the decline, the report said tens of thousands of children remain in the ranks of militias and other armed groups in at least 24 countries.

Chad’s foreign minister said the government is holding secret discussions with rebel groups who support peace and national reconciliation following a coup attempt earlier this month. But Foreign Minister Ahmad Allam-Mi said on Tuesday that the government is not negotiating with any of the rebel leaders who attacked and destroyed much of the capital Ndjamena.

The Sudanese government is putting up obstacles to the deployment of a 26 000-strong peacekeeping force for Darfur that could destroy the effectiveness of the joint United Nations-African Union mission, the United Nations peacekeeping chief warned on Tuesday.
The United Nations (UN) and the African Union (AU) have agreed on a highly mobile, robust joint force to help protect civilians and restore security to the Darfur region — but Sudan still holds the key to its deployment. The report proposes tripling the number of peacekeepers now in Darfur with an AU-UN ”hybrid” force of at least 23 000 soldiers.
Children in Darfur are enduring ”unspeakable acts of violence and abuse” from killing and rape to abduction, torture and recruitment, as fighters in the escalating four-year conflict in Sudan’s vast western region, a global network of relief and human rights organisations said.
The government of Chad has refused to allow the United Nations to send an advance mission to prepare for the possible deployment of UN peacekeepers, a setback to plans to help thousands of civilians caught in the spill-over of the Darfur conflict in Sudan.
