The Blue Bulls have refused to allow South Africa lock Bakkies Botha to join French second division Toulon. Ian Schwartz, media spokesperson for the Blue Bulls, said on Monday that Botha would not be released from his contract. ”We had no option but to decline his request,” Schwartz was quoted as saying.

South Africa number eight Pierre Spies is expected to return to full training at the end of February after spending seven months on the sidelines. A statement issued by the Blue Bulls on Monday said the province’s doctor was satisfied with Spies’s recovery and as long as everything went to plan he would start to take part in contact sessions at the end of the month.

Scrumhalf Matt Henjak will go on the Western Force’s Super 14 rugby tour to South Africa this week with a club disciplinary hearing hanging over him, team officials said on Tuesday. Acting Force CEO Mitch Hardy said Henjak would tour despite an incident that left teammate Haig Sare undergoing hospital treatment for a jaw injury.

Heavy fighting in northern Sri Lanka has left at least 11 government soldiers and 42 Tamil Tiger rebels dead, defence officials said on Tuesday. The clashes between government forces and the Liberation Tigers of Tamil Eelam in the Weli Oya area on Monday also left 35 security personnel and 21 rebels wounded, a defence official said.

Zambia and neighbour Zimbabwe said on Monday they had placed military forces on flood alert after opening a floodgate at a key dam that is expected to force Mozambique to evacuate 100 000 people. Munyaradzi Munodawafa, a senior Zimbabwe Energy Ministry official, said military forces would watch for heavy flooding on the Zambezi River.

Kofi Annan urged Kenya’s rival leaders on Monday to hold urgent talks to find an end within 72 hours to the political crisis and unrest that has left more than 1 000 people dead. Annan was appointed as mediator by the African Union to try to broker an agreement to end weeks of violence since a disputed December 27 presidential election.
