Cape Town Mayor Helen Zille has extended by a month the deadline for the independent investigation into various allegations surrounding the city’s so-called spy saga. Zille has appointed Advocate Josie Jordaan of the Cape Bar to lead the investigation into allegations surrounding the George Fivaz and Associates investigation of Councillor Badih Chaaban.

The World Bank is planning projects in Africa with China’s Export-Import Bank to address concerns that Beijing is taking more than it gives as it scours the continent for oil and minerals. World Bank president Robert Zoellick said the pros and cons of the country’s push into Africa had been an important topic during his talks with senior officials.

Late-night TV comedians Jay Leno and Conan O’Brien said on Monday they will resume taping their shows on January 2, and cross picket lines if necessary, after nearly two months off the air in support of striking film and television writers. The decision by Leno and O’Brien to go back to work shows that solidarity has its limits.

President Thabo Mbeki’s team fought back after a first day of humiliation at the ANC’s 52nd national conference at Polokwane, holding an unprecedented rally at lunchtime. Jacob Zuma’s people responded with an even bigger rally. The Mbeki rally was part of a package of measures to turn back the voting gains of deputy president Jacob Zuma, who is set to take the top job.

President Robert Mugabe’s government has amended security and media laws that critics say have helped him entrench his rule. The changes to the Public Order and Security Act were agreed at talks, brokered by South African President Thabo Mbeki, between Mugabe’s Zanu-PF party and two factions of the opposition Movement for Democratic Change.

The JSE was lower at midday on Tuesday, playing catch-up after the public holiday on Monday when there was weakness in global equity markets. By 12.04pm, the JSE’s all-share index had pulled back 2,38%. The gold mining index fell 3,31%, resources lost 3,21% and the platinum mining index gave up 3,16%.

Global brewing giant SABMiller (SAB) and Koninklijke Grolsch NV said on Tuesday that they will submit a request for approval of the offer memorandum in respect of the SABMiller offer for Grolsch to the Dutch authority for the financial markets this week.
