Tropical Storm Noel — the 14th named storm of the 2007 Atlantic hurricane season — headed toward the Bahamas on Tuesday after causing flooding and mudslides that killed at least 20 people in the Dominican Republic and left another 20 missing, officials said.

Finance Minister Trevor Manuel said at the launch of the latest Medium-Term Budget Policy Statement on Tuesday that while the past four years have been good for the South African economy, it has begun to show signs of strain. He noted that these signs of strain are reflected in rising inflation and a high current-account deficit.

The Ministry of Land Affairs would not give reasons for the termination of the contract of Director General (DG) Glen Thomas until the minister returned from a trip to Namibia, a spokesperson said on Tuesday. Godfrey Mdhluli said: ”The minister and the DG made an agreement that the DG’s contract be terminated [on Monday].”

An aspiring writer who left a horror scene of body parts in his apartment was arraigned last Thursday on charges of murder and desecrating a corpse after he allegedly cut up and ate part of his girlfriend’s body. But he refused to make a formal plea, saying: ”I can’t get my thoughts together right now.”

A 2m shark has been caught in a river in southern Iraq more than 200km from the sea. Karim Hasan Thamir said he was fishing with his sons last week when they spotted a large fish thrashing about in his net. ”I recognised the fish as a shark because I have seen one on a television programme,” he told Reuters.

A suicide attack killed at least seven people, including the bomber, less than a kilometre from Pakistan President Pervez Musharraf’s army residence in Rawalpindi on Tuesday. The attacker blew himself up next to a police checkpoint metres away from the gates to the residence of one of Musharraf’s most senior officers, General Tariq Majid.

The four men accused of the murder of reggae star Lucky Dube had their case postponed in the Johannesburg Magistrate’s Court on Tuesday. The case has been postponed until November 30. The men, Sifiso Mlanga, Julius Gxowa, Thabo Mafoping and Mbofi Mabe, face charges of murder, attempted hijacking and the possession of an unlicensed firearm.
