South Africa’s broad-based black economic empowerment (BEE) strategy will be reviewed in 2013, says Minister of Trade and Industry Mandisi Mpahlwa. The minister said the black economic advisory council established by the Broad-Based Black Economic Empowerment Act of 2003 will conduct the review.

Japanese Prime Minister Junichiro Koizumi, fresh from a historic election victory, plans to go to New York this week for a United Nations summit due to take up Tokyo’s cherished UN reform bid, the government said on Monday. It has been a long-time diplomatic goal of Tokyo to get a permanent seat on the Security Council.

Russian Minister of Foreign Affairs Sergei Lavrov warned on Monday that attempts to rush reform of the United Nations Security Council would risk splitting the world body. UN Secretary General Kofi Annan has said he hopes for an agreement on the sensitive issue of reforming the Security Council by year’s end.

The Freedom of Expression Institute (FXI) picketed outside Telkom’s head offices in Pretoria on Monday, accusing the telecommunication giant of ignoring it and its grievances. The FXI says Telkom refused to attend a recent meeting to discuss issues including the poor roll-out of telephone lines in rural and poor areas.

Ecstatic crowds of Palestinians flooded into empty Jewish settlements on Monday, setting abandoned synagogues on fire and looting ruined buildings in a celebration of the end of 38 years of Israeli military rule over the Gaza Strip. Plans by Palestinian police to bar crowds from the settlements quickly disintegrated, and militant groups hoisted flags and fired wildly into the air.

Liberation stuggle veteran Ahmed ”Kathy” Kathrada on Sunday launched a book of poetry, songs and quotations he transcribed while locked away for 26 years in apartheid prisons. The book — A Free Mind: Ahmed Kathrada’s Notebook from Robben Island — was launched at a function in Mayfair, Johannesburg.

As Hurricane Ophelia churned off the North Carolina coast, Steve King grudgingly agreed to miss watching football on television to go down to the marina and move his sea kayak out of harm’s way. As he and his brother-in-law hoisted the kayak on to his Jeep, King said the devastation wrought by Hurricane Katrina was on his mind.

Banking group Absa on Monday warned customers to be on the lookout for a new scam involving credit cards. The scam is a variation of the feared Nigerian ”419” scam, said spokesperson Japie Krige. It is suspected that the same syndicates were behind the new scam.
