Shell’s experience in the Russian Federation proves the Kremlin has slammed the door on foreign investors who want control of strategic projects — and other investors would do well to take heed, analysts and fund managers said on Monday. Shell has offered to cede control of its $22-billion Sakhalin-2 project to the state gas monopoly.

A 10% participation interest in Namibia’s Northern and Southern offshore blocks has been acquired by the Petroleum Oil and Gas Corporation of South Africa (PetroSA). ”This is consistent with our philosophy of expanding our gas and petroleum interests internationally,” PetroSA chief executive Sipho Mkhize said on Monday in a statement.

Zimbabwe’s political and economic crises show no sign of abating, Commonwealth Secretary General Don McKinnon said in Cape Town on Monday. ”We would all like to think there could be productive change in Zimbabwe to see all these economic indicators move the other way, but there is no sign of that happening at all,” he told reporters.

Somalia’s government on Monday said its stand-off with the country’s powerful Islamic movement posed a ”grave danger” to the region and urged the world to step in and avert a looming all-out conflict. As Islamic and government forces faced off in southern Somalia, the government said a full-scale war in the lawless country would spill across borders.

Former Western Cape provincial minister of environment and planning David Malatsi was on Monday sentenced to a five-year jail term for his role in the Roodefontein corruption case. Bellville regional magistrate Andre le Grange, however, immediately granted him leave to appeal his conviction.

Zimbabwe’s annual inflation quickened to 1Â 098,8% in November from 1Â 070,2% previously, highlighting an eight-year economic recession critics blame on government incompetence. The country’s inflation rate is the highest in the world and is the clearest sign of an economic and political crisis also shown in unemployment above 80%.

France armed and trained radical militia blamed for most of the killings in Rwanda’s 1994 genocide, two Rwandan ex-soldiers told a panel probing alleged French complicity in the massacres on Monday. The pair said French troops had worked closely with the former Rwandan army and members of the Interahamwe militia.
