THE Democratic Republic of Congo on Saturday declared the hoarding of foreign cash illegal and ordered all exchange bureaux to close immediately. That’s in response to a recent sharp fluctuation in the national currency, the Congolese franc. Any individual or company holding foreign funds has until Wednesday to deposit them in a bank. Only the central bank and retail banks will from now on be able to exchange money.
