The Good Governance Cluster is allocated an operating budget of R7.8-billion for the 2015/16 financial year and a three-year capital budget of R2.9-billion. This cluster is responsible for ensuring that the city is a high-performing metropolitan government that pro-actively contributes to the Gauteng City Region.

The group functions — that include Group Audit, Risk and Compliance, Group Strategy and Monitoring, Citizen Relations and Urban Management, Group Legal and Contracts, Group Marketing and Communication and Group Governance — collectively receive a total operating budget of R1.3-billion. The three-year capital budget amounts to R553-million.  

This allocation will fund a number of flagship initiatives such as ward-based planning interventions; the Smart City project, including the Digital Ambassadors Programme and broadband base stations; Blue Economy projects; capacitation of the Engineering Centre of Excellence and the Infrastructure Programme Management Office; and operationalisation of the Vulindlel’ eJozi Programme, which was announced by the mayor in his recent state of the city address.

Group Finance is allocated an operating budget of R3.5-billion for 2015/16 and a multi-year capital budget of R9.7-million. The focus will be on the city remaining financially sustainable through the implementation of initiatives in revenue completeness; operation clean audit and smart and efficient procurement processes.

Group Corporate Shared Service’s operating budget amounts to R1.2-billion for 2015/16 and the three-year capital budget allocation is R1.5-billion. Key focus areas include software and ICT infrastructure modernisation; renewal of computer hardware citywide; Wi-Fi hotspots; and the provision of fleet services citywide.

The Legislative Arm of Council (Speaker’s Office) is allocated an operating budget of R315-million. The multi-year capital budget of R24-million goes towards the renewal of the Council Chamber Building, which is already under construction and should be completed by June 2016.
