A restaurant fire in southern China killed has killed 10 people, state media reported on Thursday, hours after an apartment fire killed 21 in the eastern part of the country. Xinhua News Agency said the fire at a restaurant in the booming manufacturing city of Dongguan in Guangdong province also injured nine.

Mongezi Jinxela — convicted on a total of 219 charges including rape, kidnapping, robbery and assault — was sentenced to life imprisonment and 20 years at the Johannesburg High Court on Thursday. Handing down judgement, Judge George Maluleke said he recommended that Jinxela never receive parole as he would never be rehabilitated.

United States Treasury Secretary Henry Paulson came away from two days of talks on Thursday convinced that China sees the need for a stronger yuan. A car to be made by Iran, Malaysia and Turkey will be launched in 2011, the head of the Middle East’s biggest carmaker, Iran Khodro, said on Wednesday. Proton chief executive, Syed Zainal Abidin Syed Mohamed Tahir, said in November the countries would develop the car with Islamic features such as a compass to determine the direction of Mecca.

Confidence in South Africa’s manufacturing sector improved in the fourth quarter on a recovery in domestic demand, but export performance remained poor, the Bureau for Economic Research said on Thursday. The independent bureau’s manufacturing business confidence index increased by four points to 69.

The National Prosecuting Authority (NPA) still expects to make an announcement regarding its investigation of police National Commissioner Jackie Selebi this week, NPA spokesperson Tlali Tlali said on Thursday. ”An announcement will be made this week but I can’t say if it will be today,” said Tlali.
