People with skills were not assisting those who were struggling, causing skills-development regulations to be introduced, Labour Minister Membathisi Mdladlana said on Thursday. He said the Department of Labour was currently developing regulations that would make it compulsory for employers to register all vacancies.

AB de Villiers and Herschelle Gibbs smashed centuries to help South Africa defeat Pakistan by 45 runs in the first day-night international in Lahore on Thursday. De Villiers notched a brisk unbeaten 95-ball 103, while Gibbs scored 102 to propel the tourists to 294-5 in 50 overs before paceman Makhaya Ntini restricted Pakistan to 249 in 46.3 overs.

Burma’s ruling junta on Thursday night announced the formation of a Constitution Drafting Commission, another step in the government’s ”road map” to democracy that is supposed to lead to free elections some time in the future. The move came after the junta brutally suppressed pro-democracy demonstrations last month.

The Congress of South African Trade Unions (Cosatu) fears party politics was behind the suspension of National Director of Public Prosecutions Vusi Pikoli, it said on Thursday. The way in which he was suspended raised ”serious suspicion” that the government may have intervened for ”narrow political reasons”, said spokesperson Patrick Craven.

War-ravaged northern Uganda is to be reconstructed at a cost of -million, according to the government. The rehabilitation, announced by President Yoweri Museveni on October 16, is intended to restore stability to the region after 20 years of warfare pitting the Ugandan government against the Lord’s Resistance Army.
