The European Parliament gave its overwhelming endorsement to the European Union’s first-ever Constitution on Wednesday and urged EU governments to follow suit. "This is an important moment in the history of the Parliament, and it is an important moment in Europe’s ratification of Europe’s Constitution," said Luxembourg Prime Minister Jean-Claude Juncker.

The leader of the Democratic Alliance in Johannesburg, councillor Mike Moriarty, said in a statement on Wednesday that an independent survey has shown there has been no improvement in customer satisfaction levels regarding service provided in the city. In fact, he said, there has been a marginal decline in residents’ satisfaction levels.

Rescuers dug mud with shovels and bare hands on Tuesday in a search for survivors buried under landslides in California unleashed by almost two weeks of heavy storms that have killed at least 15 people. The torrent of mud engulfed 20 homes in the small town of La Conchita in south-west California.

Egyptian television dramas will soon be subject to review by a panel of religious censors, sparking outcry by authors who say the move is a threat to their creative freedom and livelihoods. Information Minister Mamduh al-Beltagi said only shows that are "responsible" and "respect the values and traditions of Egyptian society" will be allowed on air.

The human aspect of drought would be described to President Thabo Mbeki and Western Cape premier Ebrahim Rasool in a bid to have affected parts of the province re-declared as disaster areas. This was according to Dr Pieter van Rooyen, chairperson of an inter-departmental task team set up to report into the social aspects of the drought.
