The boom in biofuel production in Latin America, particularly Brazil, is benefiting corporations but not local people, said environmentalists.
Britain has set out plans for an increase in renewable energy in a scheme welcomed for its ambition but criticised for lacking concrete policies.
Developing countries and environmental groups accused the World Bank on Friday of trying to seize control of the billions of dollars of aid that will be used to tackle climate change in the next four decades. ”The World Bank’s foray into climate change has gone down like a lead balloon,” Friends of the Earth campaigner Tom Picken said.

The United States backtracked on Sunday on the climate change agreement reached after marathon talks in Bali, saying it had ”serious concerns” about the new global consensus and that developing countries had to do far more if there was to be any pact in two years’ time.

Negotiators at climate talks in Bali on Friday struggled to break a deadlock over United States objections to goals for cutting emissions by dropping a reference to a non-binding 2020 target in draft text. But the European Union insisted the two-week talks, due to end on Friday, should set stiff 2020 guidelines for rich nations to cut greenhouse gas emissions.

World leaders will converge on the tropical island of Bali this week for the start of negotiations that experts say could be the last chance to save the Earth from catastrophic climate change. The United Nations conference of 191 countries is the beginning of talks to agree a new international treaty to cut greenhouse-gas emissions.

Nanotechnology has been hailed as the science of the future, with micro-particles already powering innovations that remove lines from faces, strengthen beer bottles and clean clothing without water. Yet early studies also indicate some of these particles, enabled by the latest in engineering science, can cause cancer.
