HEAT ON THE BUREAUCRATS
SENIOR public service managers will have to work for pay rises in future, according to Public Service and Administration Minister Zola Skweyiya. Signing a performance agreement with his director general, Paseka Ncholo, on Tuesday, Skweyiya said he believes the new regime will improve relations between directors general and ministers and reduce the temptation for ministers to micro-manage. There have been breakdowns in relations between the ministers of health — and of welfare — and their directors general, leading to 27 directors general leaving public service since 1994. All managers down to the rank of director will have to sign the performance agreements or disqualify themselves for salary increases. Objectives on productivity, remuneration and representivity will be set.
