ERITREA urged the Organisation of African Unity on Monday to ensure that its border conflict with Ethiopia was “discussed at a neutral venue” acceptable to both countries. The 69th session of the OAU’s council of foreign ministers was to start in Addis Ababa on Monday to discuss administrative and budgetary issues but the war is expected to dominate the talks.In a letter to all OAU states made public on Monday, Eritrea said it would not be represented at the meeting because it regards Ethiopia as a hostile country. The OAU has drawn up a peace plan accepted in principle by both sides, but Asmara accuses Ethiopia of blocking the plan by imposing new terms.
