THE South African SA Revenue Service announced on Wednesday that it intends to submit to Parliament draft legislation to Parliament to control the illegal substitution of fuels. In terms of its proposal, oil companies would introduce a chemical “marker” into paraffin and certain solvents with similar characteristics towards the end of the year, SARS said in a statement. The legislation will provide for a total prohibition of the use of mixtures containing the marker as substitute fuels in engines. It will allow for limited and regulated use of mixtures containing markers in other domestic and industrial applications and will eliminate evasion of duties payable on such substitute products, SARS said.
