THREE former presidents — including former US leader Jimmy Carter — will monitor the Mozambican presidential and parliamentary elections on December 3 and 4, the US-based Carter Centre announced on Saturday. The centre said the ex-presidents of Botswana and Sao Tome and Principe, Quett Masire and Manuel Pinto da Costa, will join its founder in the 50-strong observer mission. ”These elections are an important part of the broader transition to democracy in Mozambique and thus of great significance not only for Mozambique but for all of southern Africa,” Carter was quoted as saying in a statement released in Maputo.
