HABRE FORMALLY CHARGED

FORMER Chadian president Hissene Habre was charged on Thursday in Dakar with “complicity in acts of torture” following complaints filed against him last week by several human rights organisations, Habre’s lawyer said. This is the first time an African country has pursued a former head of state from another country on the continent. Habre, who has lived in exile in Senegal since 1991, was accused on January 25 of crimes against humanity, and by Senegalese judge Demba Kandji, who charged him Thursday, opened a judicial inquiry into the allegations on January 27. The 57-year-old former dictator was summoned by Kandji late Thursday, who told him of the charge, the lawyer, Madicke Niang said. Habre, who has been put under surveillance, “denies all accusations” and will argue there are no grounds for prosecution, Niang said.
