Icasa releases broadcasting position paper

The Independent Communications Authority of South Africa (Icasa) released its position paper on control and ownership of the broadcasting industry in the country on Tuesday, SABC television news reported.

It said Icasa plans to lure more players and investors into the industry. The paper will further promote black economic empowerment.

A few media players are dominating the industry and Icasa has taken steps to correct the situation, the SABC said.

”It [the paper] is very strong on empowerment,” Icasa chairperson Mandla Langa said.

There are 13 radio broadcast licences at the moment, with each company allowed to own four licences — two AM and two FM.

Seven new licences will be introduced in the next two years with no distinction between FM and AM.

Companies will not be allowed to own more than two commercial stations in the same area, the SABC said.

Foreign media companies will be allowed to own 35% of a local station. — Sapa
