Cape Town Mayor Helen Zille has extended by a month the deadline for the independent investigation into various allegations surrounding the city’s so-called spy saga.
Zille has appointed Advocate Josie Jordaan of the Cape Bar to lead the investigation into various allegations surrounding the George Fivaz and Associates investigation of Councillor Badih Chaaban.
In a statement on Tuesday, Zille said Jordaan’s investigation was progressing well.
He had had extensive consultations with most of the relevant persons, which had already produced a large amount of documentation.
After completing the factual enquiry he had to analyse and consider the relevant facts in the process of finalising his report.
”This is a time-consuming process and Advocate Jordaan has expressed his concern that he will not be able to finish the report by 31 December,” Zille said.
She had therefore agreed to extend the due date for his report by one month to January 31.
Jordaan is investigating:
- whether the institution of an investigation into alleged breaches of the Councillors’ Code of Conduct was warranted;
- whether the use of the services of an external service provider in that investigation was warranted;
- whether the council’s procurement policy was correctly applied in the procurement of these services;
- whether the city paid for any services that it should not have paid for, and if so, the reason for this;
- whether the mayor was in any way involved in the institution of the procured investigation or the payment subsequently made to the service provider;
- whether councillors of parties in partnership with the Democratic Alliance in the city were subjected to surveillance, and if so, whether such surveillance was lawful and with the consent of affected councillors; and
- if surveillance of councillors of parties in partnership with the DA was carried out, for what period did this occur, and by whose authority was it initiated. – Sapa
