REQUEST FOR EXPRESSION OF INTEREST

Consultant Services for the Design and Establishment of a Results-Based Planning,
Monitoring and Evaluation System for the Action Plan to Reduce Poverty

1. The Government of Mozambique (GOM) has received a financing in the amount of US$ 499,805 equivalent from the World Bank toward the cost of strengthen the capacity of the Ministry of Planning and Development (MPD) to coordinate a results-based planning, monitoring and evaluation framework and intends to apply part of the proceeds towards payments under the contract emerging from this tender.

2. GOM has finished implementing the Second Action Plan to Reduce Absolute Poverty (PARPA II) and an impact assessment has been prepared (RAI), which will inform the preparation of the Third Action Plan to Reduce Poverty (PARP III), which, in turn will be based on the new strategic Five-Year Plan (PQG) laying out priority areas for 2010-2014.

3. The technical assistance under this project will support and strengthen the currently ongoing process of aligning and harmonizing existing instruments for the establishment of a National Planning, Monitoring and Evaluation System. Specifically it will assist MPD in two phases: Phase 1 includes assisting in establishing the strategic matrix for PARP III, including a detailed monitoring plan, based on an analysis of results indicators and sector processes, and taking into account recommendations from the RAI and the strategic matrix of PARPA II. Phase 2 will review, design and partly implement the action plan for the establishment of a results-based planning, monitoring and evaluation system, including a web-based component.

4. The Directorate for National Planning (DNP) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments successfully undertaken, experience in similar conditions, availability of appropriate skills among staff, overall years of experience in the field, including work experience in Portuguese etc.). Consultants may associate to enhance their qualifications.

5. The consulting firm or consultants will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006 and May 2010).
