Foundation For Human Rights

FOUNDATION FOR HUMAN RIGHTS

The Foundation for Human Rights (the Foundation) is a grant-maker to the human rights sector. The Foundation was established in 1996 in terms of a joint agreement between the Government of South Africa and the European Union to address the legacy of apartheid and promote a human rights culture through support to civil society organisations in the human rights sector. The Foundation successfully concluded two programmes of support between 1996 and 2008. The Foundation is currently implementing a third programme – ‘Access to Justice and Promotion of Constitutional Rights -Strengthening Civil Society” – which is aimed at vulnerable and marginalized groups. The programme is funded through Sector Budget Support by the European Union to the Department of Justice & Constitutional Development, with the Foundation as the implementing agency.

Calls for Proposals

The Foundation intends under this programme to provide grants to Civil Society Organisations (CSOs) which promote a human rights approach in their work, and to partner with CSOs in providing services to vulnerable and marginalised groups. In particular the work supported by the Foundation will:

  • Enable citizens, particularly vulnerable and marginalised groups, to access information and understand policies and laws impacting on their rights as set out in the Constitution
  • Strengthen policy dialogue and engagement with government on issues of human rights and good governance, poverty and inequality, as well as local democracy initiatives; and
  • Strengthen the capacity of civil society to engage in related activities.


Human Rights Awareness – Raising Awareness through Events & Campaigns (16 Days of Activism for No Violence Against Women and Children)

The Foundation invites civil society organisations and networks at a community, provincial and national level to apply for funding for events or campaigns linked to the 16 Days of Activism for No Violence Against Women and Children (25November 2011 to 10 December 2011).

Preference will be given to:

  • Applicants who work with communities in rural and urban poor areas;
  • Applicants based in the North West Province, Northern Cape, Limpopo, Mpumalanga or the Free State.

The maximum amount of funding that can be applied for under this call is R120 000 (one hundred and twenty thousand rand) per organisation or per consortium.

Human Rights Awareness – Protection and Advancement of Rights of Refugees, Asylum Seekers and Undocumented Migrants

This call is intended to facilitate the provision of support services (including legal support) to asylum seekers, refugees and undocumented migrants living in South Africa. The Foundation invites organisations providing such services to apply for funding for these activities.
Preference will be given to applicants based in Limpopo, North West Province, Northern Cape Mpumalanga, Free State, Eastern Cape, and Kwa-Zulu Natal.
Activities funded under this call must take place between November 2011 and February 2013. The amount of funding available per application is between R150, 000 and R350, 000.

Access to Justice – Establishment of Community Based Advice Offices

The Foundation is committed to supporting the establishment of new community based advice offices, and the resuscitation of dormant offices, that serve vulnerable and marginalised communities. Through this call the Foundation intends to assist approximately 30 offices, and invites organisations meeting these criteria to apply for support.
Activities funded under this call must take place between November 2011 and February 2013. The amount of funding is limited to R180, 000 per applicant.

Access to Justice – Capacity-building Support to Community Based Advice Offices

The Foundation, in collaboration with a broad range of service providers, is implementing a capacity-building programme for Community Based Advice Offices. This programme is aimed at Advice Offices that are currently operational, are serving vulnerable and marginalised communities and are in need of capacity building support. The details of the capacity building programme are available in the supporting documentation to this call. Through this call the Foundation intends to assist approximately 30 offices.
