The Trilateral Cooperation Fund is a mechanism for South Africa and Germany to support the implementation of development programmes of African countries and regional initiatives by using the experiences and knowledge as well as human, institutional and financial resources of South Africa and Germany. The TRI-CO Fund was established through agreement between South Africa and Germany to strengthen South Africa’s contribution towards the development of the continent. The Fund is managed by the Deutsche Gesellschaft für Internationale Zusammenarbeit (German International Cooperation, GIZ) on behalf of the Republic of South Africa and the Federal Republic of Germany.
The thematic areas which can be considered for support are based on the existing German-South African development cooperation and are Governance and Administration (including justice and crime prevention, local governance and development, public service reform); Climate Change and Energy (including Green Skills Development); HIV/AIDS; as well as the Protection of Global Public Goods (in particular Conflict and Post-confl ict Management as well as Peace and Security). Projects may be proposed by a South African governmental institution, a third country or regional organisation and shall contain meaningful contributions by each of the parties. Support from the TRI-CO Fund is available for 2012 and 2013.
Interested South African or third country governmental institutions as well as regional organisations are welcomed to hand in project proposals by 31st January 2012 to [email protected]
The Steering Committee comprised of the National Treasury of the Republic of South Africa (represented by Mr. Luyanda Yaso) and the Embassy of the Federal Republic of Germany (represented by Head of Development Cooperation Mr S.K. Ohme) will appraise proposals by middle of February 2012. The selection will be done based on the below qualification criteria, the content of the proposal as well as available funds.
Proposals must meet the following qualification criteria in order to be considered:
- The proposal must be provided in the [email protected];
- The project must fall within the thematic areas described above;
- The proposal must include written support for the project proposal by both the South African and third country / regional project partner; and
- In the spirit of trilateral cooperation, each party must specify meaningful contributions to the project which also may be provided in-kind; the South African contribution shall reflect its role as a pivotal partner in a tripartite cooperation.
