CALL FOR NOMINATION OF CANDIDATES TO SERVE ON THE ARTS, CULTURE AND NATIONAL HERITAGE DISTRIBUTING AGENCY OF THE NATIONAL LOTTERIES BOARD

The Minister of Trade and Industry, Dr Rob Davies (MP), in terms of Section 30 (1) of the Lotteries Act No. 57 of 1997 (Act) hereby invites the public to nominate suitable candidates to serve as non-executive members on the Arts, Culture and National Heritage Distributing Agency (ACNHDA) of the National Lotteries Board (NLB).
Section 21 (1) of the Act provides for the establishment of the National Lottery Distribution Trust Fund (NLDTF) to be managed by the Board of the NLB.
Section 30 (1) of the Act stipulates that so much of any sum paid into the fund as is allocated for expenditure referred to in Section 26 (3)(d) of the Act, shall be held in the NLDTF for distribution by the distributing agency appointed by the Minister in consultation with the Ministers responsible for arts, culture, science and technology, and environmental affairs, in the national sphere of Government to distribute the allocated sum fairly and equitably among all persons who meet the prescribed requirements.

Criteria for ACNHDA Membership

Nominees should:
a) Have extensive knowledge of the arts, culture and national heritage sector, coupled with executive management experience and requisite financial skills;
b) Ensure they are not disqualified from membership in terms of the criteria set out in the Regulations relating to Distributing Agencies in Regulation No. R182 published in Government Gazette No. 7013 of 22 February 2001;
c) Be capable of promoting the objectives of the NLB and the Act; and
d) Have no conflict of interest in relation to their appointment to the ACNHDA and must be capable of making impartial decisions in relation to the distribution of NLDTF funds without fear or favour.


Term of Office for ACNHDA Members

Members appointed to the ACNHDA will be expected to serve for a term of five years.

Nomination Procedure

  • Nominations must be in writing and must be accompanied by the following: detailed CV, motivation on suitability for appointment; certified copies of identity document and qualifications;
    and a duly completed declaration of interest form, which can be obtained from the dti website;
  • The nominee is to provide a brief statement signed by the nominee confirming that the nomination is accepted;
  • Preferred candidates will be required to obtain the necessary security clearance;
  • Preference will be given to nominees whose appointment will enhance representivity;
  • It is the nominee’s responsibility to have foreign qualifications verified by the South African Qualifications Authority;
  • The nominee is required to provide a written statement, which contains a declaration as to the nominee’s disqualification or otherwise in terms of the criteria set out in the Regulations relating to Distributing Agencies in Regulation No. R182 published in Government Gazette No. 7013 of 22 February2001
  • Correspondence will be limited to short-listed nominees;
  • Nominations by facsimile will not be accepted; and
  • Nominations that received after the closing date will not be considered.
