LRPS/2012/9102739: Educator Post Provisioning in South Africa
Background:
Existing challenges in the resourcing of education have been observed, leading to inefficiencies associated with quality improvement in teaching and learning. A focus on evidence informed decision-making, planning, management and resourcing of teacher distribution, utilisation and deployment in the education sector in South Africa is essential. The Department of Basic Education (DBE) and UNICEF are committed to improving the quality of education in South Africa and, as such, require the services of a consultancy to design and implement a research instrument to assess policy compliance in respect of the implementation of the post provisioning norms. This includes an assessment on the implementation/policy compliance in respect of the post provisioning norms on teacher provisioning, and the planning for and utilisation/deployment of educators in response to Action Plan 2014: Towards the Realisation of Schooling 2025.
DBE requires the development and implementation of a research instrument to independently assess the policy compliance and implementation in respect of post provisioning at provincial level and a reflection on these issues in 9 districts across the country. This will result in the analysis and documentation of challenges, and the identification of critical pressures in the teacher provisioning system. Evidence informed recommendations on strategic improvements in the system, based on the results of the analysis at provincial and district level, will contribute to a strategy document that will outline key priorities and strategies for improving quality education through post provisioning.
