Icasa is investigating complaints that the SABC has violated its licensing conditions.
Icasa spokesperson Jubie Matlou told the City Press on Sunday that once the SABC had defended itself, the committee would decide whether it should be penalised.
In its latest compliance report, for the 2009/10 year, Icasa found that the SABC had failed to meet its mandate regarding local television shows.
"The SABC has not complied with the various clauses of its licence across all three channels," it reported said in the report.
The finding was based on SABC's own submissions and monitoring conducted by Icasa.
City Press reported that SABC had denied failing to meet its licence conditions and had told the newspaper to go through the report fully and understand its contents in the correct context.
According to the newspaper, the Icasa Act stipulated a penalty ranging from R100 000 to R1-million. – Sapa
