"On Friday, party president [Jacob Zuma] and his top six visited Mbizana local municipality, which has been having challenges since mid-2012," ANC Eastern Cape spokesperson Mlibo Qoboshiyane said on Monday.
He said they directed that the mayor, speaker and chief whip tender their resignations on Monday, and that the contract of the municipal manager be reviewed.
This would allow the establishment of a new administration and clean governance structures.
The municipality was placed under provincial administration last year.
This occurred after the unprocedural suspension of municipal manager Simphiwe Thobela, which was later reversed by the courts, and illegal council meetings, which were also nullified by the courts.
"[There was] total defiance of both the province and national guidance," said Qoboshiyane.
'Service delivery takes a back seat'
He said Zuma, ANC deputy president Cyril Ramaphosa, secretary general Gwede Mantashe, deputy secretary general Jessie Duarte and treasurer general Zweli Mkhize were fulfilling their obligation to address the municipal problems.
A special council meeting would be held to appoint new presiding officers.
" … We are intolerant of municipal administrative chaos where service delivery takes a back seat … infighting, lack of accountability, improper appointments and corrupt practices continues unabated," said Qoboshiyane.
