Nearly 200 nations agreed at United Nations-led talks in Bali on Saturday to launch negotiations on a new pact to fight global warming after a reversal by the United States allowed a breakthrough. India and China objected on Saturday to a draft deal at United Nations talks meant to launch negotiations to fight climate change, saying rich nations should do more to lead the way. ”The need of the hour is for enhanced commitments and instead we see a huge watering down,” said Indian delegate Chandrasekhar Dasgupta.

United States President George Bush on Friday called for a ”strong and transparent” way for nations to measure progress on fighting climate change, but said each country should set its own approach. In a speech to a US-sponsored conference of major emitting countries, Bush also called for the creation of a global fund to promote clean technology.
