Tax service to go independent

A DRAFT Bill to make the SA Revenue Service autonmous from the public service was presented to parliament on Wednesday. Sars staff will become an institution outside the public service, but staff will remain members of the government pension fund.

An advisory board consisting of a commissioner, two senior Sars employees and up to eight outsiders appointed by the minister of finance will advise the minister on issues including Sars’ budget, staff and management, and improving efficiency in revenue collection. Finance Minister

Sars will have the power to determine the terms and conditions for its staff and will issue staff rules subject to directives and guidelines from the minister. Staff will be subject to the Public Service Act only where it does not clash with Sars policy. Finance Minister Trevor Manuel is given strong powers to Sars policy.
