REBELS SET DEBATE CONDITIONS

REBEL leaders in the Democratic Republic of Congo (DRC) on Monday stressed that President Laurent Kabila must meet certain conditions if they are to attend a “national debate” set for April 3 in Rome. Jean-Pierre Bemba of the Movement for the Liberation of Congo said he wants the prior release of all political prisoners. Ernest Wamba dia Wamba, head of the Congolese Rally for Democracy, has “agreed [to going to Rome], but on terms” including the participation of the “internal Congolese domestic opposition”. Kabila and President Yoweri Museveni of Uganda, whose country is backing the DRC rebels, on Saturday met Libyan leader Moamer Kadhafi and shook hands with one another, indicating some thawing of relations in the war-torn region.
